Event Description
Building Performance Standards (BPS) are becoming an increasingly important part of state and local decarbonization efforts—but what do these targets actually mean in practice?
In this first session of the eight-part Building Performance Standards Summer Line-Up series, participants will explore how BPS policies have evolved, where they stand today across key jurisdictions, and what the underlying data does—and does not—tell us. The session will examine the technical foundations behind BPS targets, including how they are set, the assumptions that shape them, and the limitations that can affect outcomes.
Participants will also take a closer look at why meeting a target on paper does not always equate to meaningful decarbonization in practice. Whether you are new to Building Performance Standards or looking to strengthen your understanding, this session offers a clear, practical foundation for navigating the policy and technical realities of BPS.

Anna Kelly
Director of Innovation and Strategy, Lattice Energy Works
Anna Kelly brings 10+ years of expertise in energy efficiency evaluation, M&V methodology, and building performance standards. She has served as Chair of the North American Strategic Energy Management Collaborative and Chair of RESNET SDC1600 (CO2e Emissions from Metered Data), and on the CMVP certification board. At Power TakeOff, she led M&V operations processing 1,200+ energy models daily for 26 utilities and designed Colorado’s statewide Industrial SEM program. She is Author of Climate Champions (Springer, 2023) and Good Work forthcoming” (Springer, 2026), has 16+ peer-reviewed publications, and received the 2023 AEE Young Energy Professional of the Year International Award. Clients served include CPUC, PG&E, Seattle OSE, WA Commerce, OR DOE, Duke Energy, Xcel Energy, and Energy Trust of Oregon.
