Setting clear targets can help guide progress—but when those targets are too rigid, they can limit long-term success.

The session explores the tension between compliance-driven targets and the need for flexibility in complex, evolving systems. Through real-world examples, participants will see how early assumptions and inflexible program structures can lead efforts off track—and how more adaptive approaches can better support long-term success. The session will also highlight strategies for designing programs that prioritize learning, evolve over time, and allow space for experimentation.

Whether you’re developing new programs or refining existing ones, this session will help you build strategies that remain effective as conditions and understanding change.

Participants will leave this session able to:

  • Identify the risks of locking in success metrics too early
  • Explain the difference between compliance-driven and learning-driven program design
  • Assess program structures for their ability to adapt over time
  • Evaluate when adjusting goals reflects necessary learning versus program failure
  • Design success criteria that evolve alongside new insights and data
