The Texas energy boom continues to exceed expectations, with load growth and project interconnection requests surging. The Lone Star State has officially surpassed California in installed solar capacity, while storage deployment is rapidly gaining momentum. Demand from energy-intensive industries, including AI and other data centers, crypto, and manufacturing, along with the state’s growing population, is driving an urgent need for new energy generation.

However, both the 89th Texas legislative session and the One Big Beautiful Bill Act introduced incredible uncertainty into clean energy, energy storage, data center development, permitting, siting, interconnection, residential solar, and a myriad of other pieces of the market that were up for potential change. Now that the 89th is over and the OBBBA has been finalized and signed into law, some of the worst anti-renewables state bills did not pass, while the federal level changes to tax equity policy have thrown the clean energy industry for a loop. As the dust settles, developers, financiers, and other market participants need accurate analyses of the consequences of new federal policies, new reliability measures and firming requirements, potential transmission upgrades, and price volatility in ERCOT.
